Update: What We’re Watching, May 22, 2026

This week brings several important federal health policy developments that could directly affect Kansans. Lawmakers in Washington are advancing a budget reconciliation package that includes significant changes to Medicaid financing. For Kansas, which expanded Medicaid under the Affordable Care Act, the proposed shift to a per-capita cap model could reduce federal funding by an estimated 12 percent over the next decade. State health officials are already modeling how such cuts would impact rural hospitals and the 150,000 Kansans who gained coverage through expansion.

Separately, the Centers for Medicare and Medicaid Services released draft rules on Thursday that would tighten prior authorization requirements for Medicare Advantage plans. Kansas beneficiaries have reported growing delays in approvals for procedures like joint replacements and cancer treatments. The proposed rule aims to streamline electronic approvals and require plans to justify denials more clearly. Consumer advocates in the state are cautiously optimistic, though they note enforcement will be key.

Finally, the Food and Drug Administration is expected to issue a decision by Friday on a new over-the-counter naloxone spray. If approved, it would be the first non-prescription opioid overdose reversal drug available on Kansas pharmacy shelves. State data shows opioid-related deaths rose 8 percent last year, particularly in rural counties where emergency response times are longer. Public health groups are urging the FDA to approve the spray without restrictions on quantity.
