State senators keep wraparound mental health initiative alive

A push to expand mental health coverage in New Hampshire is still breathing, thanks to a last-minute move by state senators. The effort, which would require private insurance companies to pay for wraparound mental health services, appeared dead after the House of Representatives sidelined the proposal. But senators stepped in to keep the initiative alive, attaching it to another piece of legislation in a procedural maneuver.

Wraparound services are designed to provide comprehensive, coordinated care for people with serious mental health conditions, often involving a team of therapists, case managers, and peer support specialists. Supporters argue that private insurers have been reluctant to cover these services, leaving patients to rely on limited public programs or go without care.

The Senate's action came as a surprise to some observers, who expected the bill to die quietly after the House vote. Senators did not debate the merits of the proposal at length, but their decision to insert the language into a separate bill ensures the issue will return to the House for another vote. The move gives advocates one more chance to persuade representatives before the legislative session ends.

Opponents of the mandate have raised concerns about costs to employers and insurers, warning that new coverage requirements could drive up premiums. But supporters say the long-term savings from preventing emergency room visits and hospitalizations outweigh the upfront expense. The bill now heads back to the House, where its fate remains uncertain.
